Description
Late 1930s era photograph of trees and undergrowth being cleared at the future site of the Azalea Gardens project near Little Creek and Lake Whitehurst in Norfolk , Virginia . The project was sponsored by the Works Progress Administration (WPA) and employed over 200 local African Americans to create the garden . By 1939 , there were four thousand azaleas , two thousand rhododendrons and thousands of other trees , scrubs , and flowers .
